The signing of the agreement took place in in the capital city of Ankara in the presence of Türkiye's vice-president, Cevdet Yılmaz, and the Chinese ambassador to Ankara, Liu Shaobin.

A loan of $300m (2.16bn yuan) will be provided by Harbin International to support the initiative.
