US law firm Troutman Pepper said current legislation is too complicated.
The PPAs have been signed with a consortium comprising Acwa Power, Badeel and Aramco Power.
The contract was awarded by the country's Nuclear Power Corporation.
The focus will be on devising effective financial solutions and progressing the first-of-a-kind energy storage project in the region.
The project is expected to attract $13.3bn in private investment across solar, wind and energy storage projects.
The project is complemented by a 25MW lithium-ion BESS with a storage capacity of 100 megawatt hours.
