The European Bank for Reconstruction and Development (EBRD) is providing a loan of up to €35m to distribution system operator (DSO) Crnogorski Elektrodistributivni Sistem (CEDIS) to help digitalise Montenegro’s grid.

The DSO will use the funds to implement a new supervisory control and data acquisition (SCADA) system, an advanced distribution management system (ADMS) and procure new smart meters.

The SCADA system will monitor and control medium-voltage grid networks in real time, while the ADMS will optimise the management and operation of electricity distribution systems.

CEDIS, a part of integrated electricity company Elektroprivreda Crne Gore, owns and operates power distribution networks of up to 35kV in Montenegro. According to the EBRD, the project aims to reduce technical losses by 10%, reduce grid outages to one-sixth of the current level, allow new renewable energy sources to be integrated into the grid and enhance cybersecurity.

Remon Zakaria, the EBRD’s head of Montenegro, said: “This project represents a transformative step towards the digitalisation of the electricity distribution system in Montenegro, helping to enhance its reliability and efficiency and paving the way for the integration of renewable energy.

“Montenegrin citizens will experience a more reliable electricity supply, while CEDIS will achieve substantial reductions in technical losses and gain the advanced capabilities required to swiftly detect and address technical faults.”

CEO of CEDIS Vladimir Ivanović added: “The integration of smart meters will empower consumers to better understand and optimise their energy usage, contributing to greater energy efficiency across the network. This project not only strengthens CEDIS’ operational capabilities but also supports Montenegro’s broader energy transition objectives by enabling the integration of renewable energy sources and aligning with EU green energy standards.”

The EBRD has made a number of moves to aid the energy transition across eastern Europe of late, signing an memorandum of understanding with Romania to support the advancement of renewable energy projects in the country and supporting the development of Enefit Green’s wind farm in Estonia
