Apex Clean Energy has announced a renewable energy certificate (REC) purchase agreement with the New York State Energy Research and Development Authority (NYSERDA) for the full output of the Heritage Wind project.
Located in the town of Barre, Orleans County, New York, Heritage Wind supports the state’s transition to a carbon-free electricity grid by 2040.
With a proposed generating capacity of up to 173.6MW, the project will supply clean energy to 32,000 homes and will commence commercial operations by the end of 2026.

The project was granted its final permit by the Office of Renewable Energy Siting on 13 January 2022, followed by a modified permit on 15 April 2024.

Apex Clean Energy’s collaboration with NYSERDA marks a significant step in achieving the state’s renewable energy objectives.
NYSERDA president and CEO Doreen M Harris said: “Through our large-scale renewable programme, and Apex Clean Energy’s commitment to renewable energy projects like Heritage Wind, New York is on a path to providing zero-emission electricity statewide.
“Additionally, public-private partnerships like those with Apex Clean Energy are bringing significant economic benefits to local communities, including job creation and delivering energy savings directly to residents — as seen in the town of Barre.”
The project will generate $30m in new revenue forbBarre over its lifetime.
Additional benefits include $3.5m each for the Albion School District and Orleans County, and $1.2m for a local utility bill discount programme.
The programme is projected to save each Barre household an estimated $1,500 on their electricity bills during the project’s first decade of operations.
The Heritage Wind project is also expected to boost local job creation during both construction and operational phases, utilise local business services and further advance New York’s renewable energy market.
