The project is being developed by Inner Mongolia Energy Power Generation Investment Group, Northern United Power and Shandong Energy Xinwen Mining Group. The project is co-owned by Inner Mongolia Energy Investment, Inner Mongolia Energy Power Generation Investment Group, Northern United Power and Shandong Energy Xinwen Mining Group, with their respective ownership stake of 25% each.

It is a Steam Turbine power plant.

The thermal power project will consists of 4 turbines each with 1,000 MW nameplate capacity.
