The project was developed by Fuxin Julonghu WindPower. Concord New Energy Group and Liaoning Energy Investment (Group) are currently owning the project having ownership stake of 60% and 40% respectively.

The project generates 108,405MWh electricity and supplies enough clean energy to power 5,310 households.
