The project is being developed by China Southern Power Grid. China Southern Power Grid and CGN Power Sales are currently owning the project having ownership stake of 70% and 30% respectively.

Huizhou Zhongdong Pumped Storage Power Station is a pumped storage project. The hydro reservoir capacity is planned to be 5.81 million cubic meter. The project is expected to generate 1,560 GWh of electricity.
