The project was developed by CH2M Hill Companies and LS Power Development. LS Power Development, Marubeni, The Kansai Electric Power, ULLICO, Arctic Slope Regional, Prudential Capital Group and Sumitomo are currently owning the project having ownership stake of 17.8%, 17.5%, 17.5%, 14.5%, 11.6%, 11.1% and 10% respectively.

It is a Combined Cycle Gas Turbine (CCGT) power plant.
