The project was developed by Rafako and is currently owned by ENERGA Elektrownie Ostroleka with a stake of 100%.

It is a Steam Turbine with Cogen power plant. The power plant run on dual-fuel. The primary fuel being used to power the plant is bituminous. In case of shortage of bituminous the plant can also run on Oil. The fuel is procured from Polska Grupa Gornicza.
