Portugal’s government is planning to develop a 10GW offshore wind cluster in the Atlantic Ocean in a significant step towards the country’s first offshore licence auction, scheduled for 2025.

The plan, developed by the Economy Ministry and the Environment Ministry, outlines the 2,000km² site, as reported by Reuters.

Secretary of State for the Sea Lidia Bulcao stated: “This plan will allow the development of the offshore renewable energy cluster in Portugal.”

The government aims to foster industry growth and attract investment, emphasising the importance of “creating scale, synergies, and predictability in the medium term”.

Environment Minister Maria da Graca Carvalho noted that Portugal intends to allocate and install 2GW through power auctions by 2030, with ambitions extending beyond that target, stating:

“Later, depending on the process’s maturity, we may gradually move towards licensing up to 10GW. We are taking decisive steps in this area.”

Portugal currently has a small floating wind project with a capacity of 25MW off Viana do Castelo, owned by Ocean Winds, a joint venture between Portugal’s EDP and French company Engie.

Germany’s BayWa, the Irish-Spanish consortium IberBlue Wind, fund manager Copenhagen Infrastructure Partners and a joint venture between Portugal’s Galp and France’s TotalEnergies have all shown interest in the upcoming auction

Lidia Bulcao added that the plan “promotes transparency and legal certainty and ensures that the creation of new opportunities for economic growth and technological innovation is done sustainably.”

In a related development, Ocean Winds and Martifer Renewables & Energy formed a strategic partnership in July 2024 to bid in Portugal’s 2024 inaugural tender for offshore wind farms.

This alliance will leverage Ocean Winds’ expertise in floating offshore wind farms, such as the WindFloat Atlantic project, alongside Martifer’s knowledge of the Portuguese market.

Their joint efforts aim to support Portugal in achieving its renewable energy target of 2GW by 2030.
