Northeast Texas Electric Cooperative and East Texas Electric Cooperative are currently owning the project having ownership stake of 55% and 45% respectively.

It is a Combined Cycle Gas Turbine (CCGT) power plant. The fuel is procured from Gulf South Pipeline Company, NGPL/Kinder Morgan.
