The project was developed by Huaneng Gangdeng Dali Wind Power Development and Sinohydro Engineering Bureau. China Huaneng Group and Sinohydro are currently owning the project.

Yunnan Dali Dalian Wind Farm (Yunnan Dali Dalian Zhemoshan Wind Farm) is equipped with Goldwind Science & Technology turbines. The phase consists of 41 turbines, each with 0.75MW nameplate capacity.
