The project was developed by Guizhou Beipanjiang Electric Power. The project is currently owned by Guizhou Qianyuan Power with a stake of 51%, CPI Guizhou Jinyuan Group, Guangdong Energy Group, Hydrochina Guiyang Engineering, Liupanshui Jiangyuan Power Company Limited and Qianxinan Prefecture Industrial Investment Limited Liability Company .

The hydro reservoir capacity is 367 million cubic meter. The penstock diameter is 8m. The project generated 1,561 GWh of electricity.
